Does the blueprint (provided by CBSE) of the subject really matches the question paper in exams?

For example if we take physics of class 12 (CBSE). Unit 1 is electrostatics states that i will contain 1 Very short answer question & 1 long answer question. I just wanted to know that in the exams, are the question papers really made up that way as the blue print says!
