Is this sexual harassment in the workplace?

My boss, who is also the owner of the company, grabs his balls and rubs them very frequently when I talk to him and no one else is around. It makes me feel real uncomfortable and I feel like he is trying to send a message. I notice he doesn't do it to anyone else, not even the women in the workplace. I'm a male and he is also a male. I quit my job because he made me uncomfortable with this along with comments he made at work that seemed really disrespectful to me about women. However, when I filed for unemployment I didn't list the actual cause because I felt kind of scared to go through with it. Now I have been denied unemployment and haven't landed a job in 4 months. Is it possible that I will be able to reopen my claim with the real reason I stopped showing up? And he was the owner so there was no one I could go to about his behavior.
